I don't know if brothels are legal in Bangladesh , especially since you plan to visit. Police regularly raid brothels. However, you can search online or on YouTube for more info. You can watch it on their website or on YouTube Beware, some of the information on the Al Jazeera show East is outdated and factually incorrect!
Hope this helps. Daulatdia brothel is run since long as legal brothel. Sometimes some offence happens over there. Though you want to work as NGO personnel, so collect your visa accordingly; not tourist visa. You can think for Brac without hesitation.
