Albania has got no more, no less criminals than any other europian country, and is a safe country. In fact it is much safer than many western countries.
Having said that though, every tourist should be careful as they would when visiting other countries. I believe Americans can stay up to a year without visa, and if they wish to stay longer they easily can get a residence permit. We love Americans, and love it when they choose to stay here. In October, both Saranda and Vlora are less expensive than summer months.
