It is true that you are more likely to be scammed, and as Laviniam stated, it is better if you go with a trustworthy local. It is better you get a personal driver for yourself for the stay in Sri Lanka and I suggest you get in contact with a budget tour guide driver guide , so that you will have the trust and security all along your tour until you return.
If you want to look at gems and jewellery, there is a very nice showroom and a museum in Kandy. In fact they are also the owners of the Kandy Lake Club that has a cultural show.
