A Connecticut ethics commissioner was arrested outside a hotel for mistaking a local woman for the prostitute he had hired, according to police.

Kayo was arrested Monday morning after police were called to the Quality Suites in Stratford for a disturbance. There, they said Linda Pena, 20, and her boyfriend Tyler, 19, were trying to wash pepper spray out of Kayo's eyes.
The ethics commissioner told officers he was waiting to meet a 'petite shy Latina new to the area' for a 'massage and happy ending,' according to police, who said he told them he'd arranged the meeting on Backpage. When he saw Pena standing in the parking lot with her boyfriend, he allegedly thought she was the woman he was supposed to meet, according to police.
However, Pena said she had not contacted Kayo, but thought he was there to give her money she earned posing nude for a photographer in New York. So when he pulled up, Pena said she got into his car and immediately demanded to be paid, according to police.
Kayo was arrested Monday morning after police were called to the Quality Suites in Stratford pictured for a disturbance. But Kayo allegedly demanded he receive his 'services' first, and Pena, afraid he would sexually assault her, sprayed him in the face with pepper spray. Pena and Purcell were both arrested and charged with third-degree assault, released on written promises to appear in court. After being charged, Kayo was also released on a promise to appear at an arraignment on July 7.
