A lot of foreign students study here. Still, best to stay out of any sketchy looking areas, most of which are a good distance from the centre. Standard precautionary measures will suffice. About the same chance you'd have in Aguascalientes. A little higher maybe. You'll be able to leverage your exotic status a bit - assuming you don't look too Latin - but not as much as in other cities; a lot of foreign students here and it's a tourist town.
Girls in Cuernavaca are friendly for the most part if you're not overly aggressive and look half-decent. I found superficiality pretty strong here though, so if you're a good-looking chap with beginner Spanish and an inch of charm, you'll do just fine.
You can chat with local girls and set up dates before you arrive in the country, which is a major advantage.
There are some drop-dead gorgeous women in this place that could go toe-to-toe with the best of Guadalajara. However, they are fewer and farther between than the aforementioned. Also, rich vacationers from D.
F and other nearby cities may be upping the average. I'd say on the whole girls are better than Puebla but not as good as Monterrey. Many located on Plazuela del Zacate Street around the zocalo. If cover charges and sexist bouncers aren't your thing, there are enough low-key options to wet your beak. I recommend: Bora Bar. If you want to meet women in Mexico, you will need to speak some Spanish. If your Spanish is decent, you can probably swing an under the table job at a restaurant or retail store Spanish fluency will help immensely.
