Yes, US and UK passport holders are required to join a tour or engage a guide. There is plenty of discussion on all these issues in other threads, so search those out and add your questions there. No dangers as long as you behave and as long as you don't photograph sensitive installations. Again, read other threads. For the smoothest and most trouble-free trip, use buses or trains or hire a driver. Traffic in Iranian cities is insane.
